Jason H. Tepperman

Investment Committee Member, Management Committee Member

Jason Tepperman is a Managing Director of PLC Fund Advisors, LLC, the manager of Promontory Local CreditSM lending facilities. He is an experienced small business investor with deep expertise in community banking.

Previously, Jason served in multiple roles with the U.S. Department of the Treasury. In 2010, he was appointed as the initial director of the $4 billion Small Business Lending Fund, which partnered with hundreds of community banks across the country to increase commercial lending. Earlier, he was a senior member of the U.S. Treasury team managing the Troubled Asset Relief Program (TARP).

Before entering government, Jason was a member of the general partner of Baker Capital, a $1.5 billion private investment firm.

Jason holds an MBA with Distinction from Harvard Business School and a BS with Honors in Computer Science and Ethics, Politics, & Economics from Yale University.

Alan N. Colner

Investment Committee Member, Management Committee Member

Alan Colner is a Managing Director of PLC Fund Advisors, LLC, the manager of Promontory Local Credit lending facilities. He has over 25 years of experience in building successful financial services businesses, including commercial lenders.

Until 2016, Alan was a Director and Chairman of the Audit Committee of Yadkin Financial Corporation, a North Carolina community bank with approximately $7.4 billion of assets. He was a founding director of Piedmont Community Bank Holdings, which grew into Yadkin.

Previously, Alan was CEO-North America of RiskFirst, a leading risk management software provider. He was also a founding director of James River Group, a specialty insurer. Earlier, Alan was Managing Director, Private Equity for Moore Capital, a global investment firm. He was also a Managing Director at Corporate Partners, a private equity fund, where he co-led financial services investments, including in a predecessor to U.S. Bancorp.

Alan holds an MBA from Stanford Business School (Arjay Miller Scholar) and a BA from Yale University.

Arcinée H. Hermiston

Investment Committee Member, Management Committee Member

Arcinée Hermiston is Managing Director and Chief Credit Officer of PLC Fund Advisors, LLC, the manager of Promontory Local Credit lending facilities. She is an experienced risk management professional with deep and diverse expertise across various risk categories.

Previously, Arcinée was the Chief Risk Officer for a $1.5 billion start-up credit fund. She also served as Executive Vice President and Chief Credit Officer for Bank of the West. Throughout her financial services career, Arcinée has held various senior level credit and lending positions at JPMorgan Chase and BNP Paribas.

Arcinée holds a BA from Mount Holyoke College, a Masters degree from Columbia University School of International and Public Affairs, and a Certificate from The Wharton Advanced Risk Management Program.

Mark P. Jacobsen

Investment Committee Member, Management Committee Member

Mark P. Jacobsen is President & Chief Executive Officer of Promontory Interfinancial Network, LLC. Prior to cofounding Promontory Interfinancial Network, Mr. Jacobsen served as the Chief of Staff at both the Federal Deposit Insurance Corporation and the Office of the Comptroller of the Currency. He also served as a managing director for Bankers Trust/Deutsche Bank and as an associate at Covington & Burling.

Mr. Jacobsen received his JD from Harvard University Law School and his BS in Physics from Wheaton College of Illinois.

Eugene A. Ludwig

Management Committee Member

Eugene A. Ludwig is Chairman of Promontory Interfinancial Network, LLC and former U.S. Comptroller of the Currency. He also is the Chief Executive Officer of Promontory Group, a suite of companies offering products and services to assist banks and other financial businesses. He is the CEO of Promontory Financial Group, an IBM Company, and Chairman of Promontory Asset Finance Company.

Prior to cofounding Promontory Interfinancial Network, Mr. Ludwig served as Vice Chairman and Senior Control Officer of Bankers Trust/Deutsche Bank.

Mr. Ludwig has written numerous articles on banking and finance for both scholarly journals and business publications and has served as a guest lecturer at Yale and Harvard law schools and Georgetown University’s International Law Institute. Mr. Ludwig holds an LLB from Yale University and an MA and BA from Haverford College.

Alfred H. Moses

Management Committee Member

Alfred H. Moses is Vice Chairman of Promontory Interfinancial Network, LLC. Mr. Moses was Senior Partner and Chief Strategy Officer at Promontory Financial Group until March 2015. He was a partner at Covington & Burling and now serves as Senior Counsel there. He brings experience in the areas of litigation, corporate and securities matters, and arbitration to the executive leadership team.

In September 1999, he was appointed by President Clinton as his Special Presidential Emissary for the Cyprus Problem. He served as U.S. Ambassador to Romania (1994-97) and as Special Advisor and Special Counsel to President Jimmy Carter (1980-81).

Mr. Moses received his law degree from Georgetown University in 1956, where he was editor of the Georgetown Law Review, and his bachelor’s degree from Dartmouth College in 1951. He also attended Princeton University’s Woodrow Wilson School in 1951-52.

The Investment Committee and the Management Committee are committees of the parent entity of the lender in the Promontory Local Credit solution.
The Investment Committee approves each loan made by the lender.
